As there is no dedicated server software, the minimum requirements are the same as advertised for the sim itself

 

 

Recommended system requirements: Operating system 64-bit: Windows Vista and 7; Processor: CPU: Core 2 Duo E8400, AMD Phenom X3 8750 or better; Memory: 4GB; Hard disk space: 7 GB; Video: Shader 3.0 or better; 896MB NVIDIA GeForce GTX260 DirectX 9.0c or better; Sound: DirectX 9.0c - compatible; DirectX: 9.0C; requires internet activation.

For some time I was running DCS:A10C on "minimum system requirements" and it was real pain in a**. So I'd say "recommended system requitements" are closer to real minimum requirements.

 

BTW, does DCS:World really require internet activation? I remember someone from ED saying it is free...

yes DCS World has the free SU-25T :)

DCS: World itself is free, however any additional modules you buy will require activation. Any one of these additional modules however, is required for online play.

Does the mission you use have open plane slots for them to use?

Try one of the missions in the download/user files section.

There are also some available in the mission forums.
