Once you radio the tanker and indicate a need to fuel, (provided you've hailed the proper tanker) the lights go on automatically.

 

If you just fly up to it without contacting it first, it'll fly generally darkened out (from what I've noticed).

Well the anti-collision and positioning lights go on, but not the lights in the boom itself or underwing illumination and belly lights.
