This ugly version of Kawasaki C-1 is for electronic warfare. Normally the nose and tail of such special purpose aircraft are housing different kinds of radar and electronic equipment used for early warning and/or electronic warfare.

Anyways about NSM not being likely to be used by F-35, but being more likely to be used by the new Gripen (Gripen NG I suppose), who says so? Gripen's dad?
For testing purposes probably, Japanese F-15s use J/ALQ-8 instead of AN/ALQ-135. There is some info floating around about a new J/ALQ-9 ECM developed by Fujitsu.
