so without payload, when pressing nothing happens

with payload, APU on, APU goes on

with payload, APU off, APU goes on

looks like a bug

And yes, the release button is doing it, since pressing it might fire a rocket and thoses gases can let the engine die, so it will always go on, if the APU is set to on

As explained, it is a rather clumsy way of simulating anti-surge system which operated during launching missiles or rockets. These early systems were based on the principle of relighting igniters, spraying fuel, or sometimes the other way around - reducing thrust whenever pilot pushed the launch button. The MiG did the former and that's why You see engine start warning light blinking on the panel.

The starter-generator sound should not be there, but I recall developers saying it's used for now, because that's how the sound system for MiG works at the moment and there's no workaround for it (the sample plays whenever ignition is activated for whatever reason). So You have to get used to it, or try to remove the sample completely (or better - replace it with mute sample), at a cost of missing startup sound on the ground as well.
