I would have thought that if ONLY the nose fuse is armed the bomb would drop slick as the Arming wire to the Snakeye HD fin retainer would not have been energized so the wire and retainer would remain closed and go with the bomb so the bomb goes slick. JETTISON OF MK82SE INCORRECT Also If you are carrying MK82SE on the underwing pylons and press EMERG JETTISON button they also go HD on jettison. Again I don't believe this is correct as the Tail (and nose) fuse arming solenoids are not energized on jettison. I don't know about SnakeEyes but the later ballot chute retarded Mk82 used by the A-10 worked this way. wouldn't surprise me if ED failed to capture this detail.
