It doesn't do what you want right out of the box (click and done) But if you add a high-pass filter and amplify the sound by a couple of dB you get a pretty good effect.

 

if you add an empty second track, apply some white noise, use the same high-pass filter and use the amplifier to actually reduce the output by a few dB to create a static effect or to use as a sound for when the radio turns on or off.

I recently switched to reaper. It's not free but can be evaluated for free and the license costs 60$, which is extremely cheap for a sequencer.

Good, fast, cheap. Choose any two.
