Following a recent request I have put together a mod that will allow you to physically place an actual VOR station from within the mission editor. I take absolutely no credit for the model as it is already available in game. All I have done is allow you to place it anywhere you wish.

 

If you would find this useful, please feel free to download it at the following location:

just download it and after unzipping, place it in your mods folder within saved game. It is exactly the same method you may have used for the BFVG mods currently available (See https://forums.eagle.ru/showthread.php?t=188636).

I have now added two Tacan models to the mod as per your request (see image below) one mobile and one fixed version. Unfortunately you cant add a TACAN frequency in the ME but you can give them an AM/FM option the same as the VOR station:
