I went too fast, on the first mission I get stuck with the message waiting for staff. Campaign configuration with FA-18C_hornet | VFA-106 | CVN-71 Theodore Roosevelt and on the deck several aircraft in parking see screenshot 1. in the other parking configuration it works, screenshot 2. I tested with and without cold start.

Nice ! 
Just one question : for the coming NAM campaign we introduce Escort Jammer. 
It needs to install EA-6B Prowler Mod because there’s no existing jamming planes usable for US campaigns in DCS.

 Do you think it can be a problem if we propose this feature in option with few files to install in this campaign ?

Hum sometimes you must wait for the other flights to take off. Did you look at the timings and at what time before take off you spawn in the deck. By default this timing is often quite long to prepare mission slowly. 
You can change it in conf file

I am the first to take off, after having carried out the procedure to be directed by the personnel on the flight deck (salute), I wait more than 30 minutes and I still have the message; Awaiting personnel. The problem is related to parked planes, maybe a DCS bug?

If I give you the mission file (TF-71-Blue-FA-18C_hornet-PB_ongoing.miz) executed as a mission and not in the campaign to test, I do not appear in the same position as in the campaign. I am in the F18 behind in the parking lot. In the campaign I am in the F18 in front.

I'm really sorry for the delay, but I'm getting less and less time at the moment.
