The behaviour is true for a mechanical HSI (i.e. as found in the F-5E) if not correctly aligned with magnetic north. However, AFAIK for a more sophisticated system as found in the Hornet, switching the HSI to display 'true' bearings, changes the display format, rather than the underlying data (that may be a mix of GPS coordinates, moving map tiles, TACAN station, etc.).
