can you attach your dcs.log and a short track replay showing this.

 

also please ensure you have no unofficial mods installed and run a cleanup and repair or verify for steam

Can verify this bug, just set clouds to 8 or whatever and tick the enable dust in mission editor, mine looks exactly like OP shows.
