Can I go ahead and purchase stuff (not from Steam, but from the DSC World e-store), then once I get the new hardware, download DCS, go into Module Manager, and see my purchases?

Yes, you can .. you are not forced to install them right away. The sale last until January 5th ... but its a very bad idea to wait until last day, so pretend that it will be on sale until the 4th only, to be safe.
