Yes, if you don't see it you need to click a tank looking icon at the bottom.

yes, but if they are status 'from parking cold' or 'from ramp hot', they will spawn kinda randomly on the deck

Cat placement can be wonky if you select "Start from runway". Make sure you manually assign aircraft to the different cats and then don't touch these aircraft again or they might default to cat 1, for example. If you select "Start from ramp", they'll be automatically placed on different starting positions by themselves, even though they appear to be on the cats in the mission editor.
