And while there is no bug free software, there are crash free and feature completed.

Just my two cents: OB as it is right now is useless. Just rename OB to stable, and let it all happen there, with longer release cycles. When you have something big you want to gather feedback first (let's say, just as examples... Vulkan, new lighting, new missiles dynamics, new ATC, new weather... You name it) you open an OB release and keep it open for a limited amount of time to expand the test base and/or gather feedback (a month? two? no more), and then you close it. This, of course, implies that the stable must be tested begore every release, but you cannot do software without testing anyway.
