yes it was designed to fly. I believe the last update he said was that he's waiting for permission to fly it because that Su-27 passed a certain length so it needs to be approved.

IIRC its not the lentgh but the weight. If a model weighs more than 25kg it has to be officially approved to fly legally in germany.

 

Anyway, awesome model
