Seems it doesn't have engine modeled? (the ship was only converted to a floating storage and offloading unit in 2004, and it was named Seawise Giant before that conversion)

The seawise giant has a large draft, I'm pretty sure where you've put it is too shallow for it.

 

If you put in open water (with a depth of over ~25m/90 feet AFAIK) it moves just fine.

 

Unfortunately we can't control what ships are loaded with (in terms of cargo, fluids, as well as ammunition), in theory if the Seawise Giant isn't loaded with oil, it will sit higher in the water.

 

In the track below the depth of water is ~90m (~300 feet) which is plenty for it (it needs ~25m/80 feet) of water, the ship is moving at 10km/h and accelerates to 25 km/h (albeit slowly) without issues, so I'm confident the issue is the depth of water in your track which is too shallow for it.

This is true to RL, too. Tankers of that size dock at offshore terminals, there are very few ports which can actually take them in, especially when loaded. The crew uses a ship's launch or a helicopter to go ashore.
