Just in case you didn't know:

The "close up" radio command still works. Although it's not visible in (most?) modules radio menus, you can still give the "close up" command in Voice Attack VAICOM and your wingman will fly closer formation

Close up command still isn't close enough, particularly for parade formations.

Fair enough

 

As an alternative you could use the "follow" action, which allows closer formations. Some (minimal) mission editing required though
