I've seen a lot of very clean, professional-looking DCS screenshots with motion blur is applied to the background, and the foreground aircraft is very sharp and clear like a real photo.

But when using the DCS Motion Blur setting I get distortion around the edges of the foreground object, as in the picture below. How do I get rid of this?

Have you tried pause and take a screenshot? You can also slow down time and take successive screenshots.

The motion blur of the background only exists when there is motion. When paused the motion blur is not generated.

Do you have ReShade installed?

May it be, that you are confusing motion blur with depth of field?

No, no, I know that motion blur and depth of field are two different things. I have ReShade installed and the screenshots are duplicated in the ReShade folder with motion blur, and in the DCS folder the same screenshots without motion blur. Moreover, I have found that screenshots with a clear object in the foreground and a background with motion blur are the result of working in a photo editor.

No. I do have both on in that screenshot, however the distortion effect around the aircraft only happens with the motion blur. This can be easily tested by using Ctrl+F11 free camera and watching the plane move, as DoF is not applied to any camera view not attached to a game object. If you pause the game, you can also note that the blur effect disappears.
