fixed Threat rings not displayed if threat itself is not visible on map

As title says. If threat is 20 km away and map range is set at 15 clicks, threat rings will not show up.

Once threat itself is displayed within map range, rings show up.

IRL Apache pilot confirmed this is not correct.
