The manual indicates that this should be possible but as implemented you must only carry one type of R530 on the plane.

Do you mean you can't arm the F1 with both EM and IR, or do you mean you can't get them to work when they're both mounted?

This made before 2.7.16.28111 which enabled this functionality. Previously it was not possible to have a mixed EM/IR loadout but that is now possible.
