Why does the HEI rounds for the A-10C II Thunderbolt look the same as every other round?

I've seen 2 video of what I believe is the explosion of PGU-13 or HEI rounds when impacting with the target. I'm not sure if it's actually the PGU-13 but I've noticed the exact same explosion in the A-10C II Thunderbolt Trailer that Eagle Dynamics has posted.

^ What I believe to be HEI rounds in real life.

^ The explosion you see in the first video is at the timestamp 1:57, did they remove it for lag compensation?

Have you seen how bad clusterbombs lag, just think how bad it would be with HEI rounds like that....
