fixed internally Dogfight: TMS Up won't lock targets

Neither long press, nor short press, very erratic behavior. Multiple examples in the attached track.

Long story short:

 

And btw, it does lock up, just keep the on pressing TMS UP and keep the bandit inside the circle. At least it does work for me, and if you have the same v2.8 , it should do the same for you

btw, sometime seems that it helps pressing Uncage button as well (same as before).
