Depending on the individual ship’s spacing, it can be difficult. Whilst using the SEA radar mode will give you precise weapon release information, it doesn’t transfer specific, individual target information to the Harpoon. All you can do is set the Harpoon seek size to small and hope the accurate release cue’s mean the ship you intend to hit is right in front of the missile when it becomes active.

If that’s not good enough, then MAVs or LGBs would be your other options.
