I mean, I know there were some issues in the past. I stopped using those for some time (spoiled by viper‘s CBU-97 and CBU-105, I guess). However, I decided to give them another try and see if they improved…

Long story short, either they are very bad bombs/poorly modelled, or I can‘t find the effective way to use them. I have tried different height of burst (usually I try to set 1500ft, as I recall reading that was the hardcoded value). Anyway, even when I get direct hits, they struggle to destroy anything, even lightly armored vehicles or trucks. 
 

so, does anyone have some hints to test again and see if they can be effectively employed? Or did we just gave up on them, assuming they are either borked or useless?

They still seem to be in their jolly mode of switching between absolute bonkers effective and basically throwing paper machee at tanks between patches. I agree they seem to be in the 'rather disappointing' phase of things right now, alongside the other cluster munitions (guided bomblets of 97 and the like excluded).

Against soft targets a regular bomb is better. The radius of destruction is just larger. Against armored targets it's a tossup. A 500lb bomb can destroy a single tank but nothing else. A CBU-99 can damage a lot of tanks that are in a small radius.

Blu97 "bomblets" can penetrate up to 200mm of armor.  

Tanks or even apcs are very weakly armored on the roof.  

In dcs a Blu97 does 11% damage against a T80 hit directly on the roof.  

Recent conflicts have shown that homemade bombs smaller than a Blu97 can still completely destroy a T-tank
