How to talk to ground crew?

I return to DCS last night and setup most control binds and I watched a few videos and everyone says to make sure your MIC is set to on to speak to ground crew, but its not working. Most of my comms menu is grey'd out. 

I've tried with power down, power on. Canopy up, canopy down. Switched to uhf1 and uhf2. Its just not as easy as with my other modules. What am I missing. What is full procedure from start to finish to work with ground crew. 

On a side note I learning In mission editor for now.

There is a radio switch (3-way) to the left of the radar button somewhere, a couple over.  Toggle it to ON.

Unfortunately, that's not a bit helpful because there's nothing there that says more about what you have to do to speak to the ground crew

Fair enough.

1. Make sure you are on the ground in the friendly airbase area.

2. If you don't have the power you have to open the canopy - like shouting to the crew.

3. If you already have the electric power (either ground power or one engine and generator running) put the MIC switch to On (canopy can be closed).

4. Use proper HOTAS controls (Radio 1 & 2) to bring up the comms menu.

5. Use F8 section in the menu for Ground crew commands.

Neutral airbases will quite frequently ignore you, better to always use friendly ones.

Thanks, edited. Actually - neutral ATC works, ground crew has to be friendly
