TL;DR: The default F-15E burst height at 700 ft AGL is to low for DCS, so the canister/munitions hit the ground before the BLU-108 is able to trigger. Adjusting the Fuse height to 1200 ft (IIRC DCS default for FC3) allowed the submitions to trigger and destroy the target vehicles. Detail: Spoiler 1. CBU-97 Burst Height @ 700 ft, dispensed BLU-108's hit one vehicle (none destroyed). 2. CBU-97 Burst Height @ 1200 ft, dispensed BLU-108's hit all seven vehicles (all destroyed). Do I just enter the numbers on ufc and hit the station osb? Honestly when I fly thr f16 or a10, i never change any settings with thr cbu. So I'm not well versed in all its settings. Once I figure out how to change it to 1200, I'll try again. What does the higher/lower burst alt do? Pro con to bursting at diff altitude? I believe there is also a rpm setting on other jets that allow them to be dispersed in a wider or tighter area.

Higher Burst Altitude = greater dispertion at the expense of greater wind drift. In DCS with high altitude drops, the main bomb casing picks up more speed and a higher burst altitude is required to allow the BLU-108 parachute to slow it's speed sufficiently for the rocket motor to fire at 100 ft. How do you change the fuse height from the pacs? I'll see if I find a youtube vid on it but I didn't see it.

I'll see if I find a youtube vid on it but I didn't see it. IIRC it's in the AG LOAD page. Anything that would normally be set by ground crew should be up there, not PACS. CBU-87 should be affected by SPIN setting, but AFAIK currently is not. CBU-97 is not affected, since the body doesn't spin to disperse.
