In contrast (pun not intended) to all modules' targeting pods where FLIR brightness/contrast/gain is stable regardless of where you point the targeting pod, the projected FLIR in the Harrier, Mudhen, and Apache will fluctuate wildly depending on where you're looking, and require a third hand to constantly adjust the HUD/IHADSS image while your other two hands are managing throttle/collective and stick/cyclic. 

Is this normal?

If it is, why are the targeting pods not affected?

Same goes for the Gazelle camera/monitor.
Looks like some function is set to "auto" like auto exposure in a camera.
(Which is a bad function for people not knowing how to set exposure parameters manually)
