not a bug Cat I/Cat III does not synchronize well with the Hotas

As the Title says the CAT I / CAT III switch does not correctly synchronize with the Hotas when entering the game, the rest of the switches goes well.

The CATI/CATIII is automatically set according to the what armament is selected on the DCS: F-16C. I am assuming you intend to have your physical HOTAS switch position to sync with the aircraft's, but currently this switch will be set according to the aircraft's loadout on start up (Hot or Cold start).

Even if that's the reason for how it currently works, surely it should be classified as a bug as explained by OP.

• Sync cockpit controls enabled
• Physical control bound to a cockpit control
• The aforementioned cockpit control not synced

I know perfectly how this switch works, it is perfectly explained in the manual. Apart from all this, when I enter the cabin, it is not synchronized with the flight control, and only passes to this switch. The rest of the lots of switches are going well and it is also necessary to interact in them to perform different functions as you says but this is not the case or the problem. Simply synchronization friend.

it is very simple as Lord Vader says "CATI/CATIII is automatically set according to the what armament is selected on the DCS: F-16C" 

the team have decided that is the correct action in this case for the loadout, please bear this in mind when you are setting your hardware switches.
