On the kneeboard doc, it says that bulls is "portal", but portal is not a waypoint, and I can't see any lat/long I can enter in manually. I'm probably missing something very obvious.

Steerpoint 25 is by DEFAULT what the F-16 treats as Bullseye if it is SELECTED (which it isn't by default). And if steerpoint 25 doesn't have any value, it doesn't help.

I'm on mission 9 in Last Out, and the Bullseye has always been Steerpoint 25.  Select it as part of the startup, and it's always worked.  So far, I think BluFor's Bullseye has always been at Abu al-Duhur airbase, but maybe not all missions.  I just checked the mission from your screenshots where the Bullseye is SP #4 (mission 9 in First In).  It's same location as SP 25, although the elevation is 0 instead of 25k.  You can see in the 2nd part of the mission (after the refuel) the startup script enables the Bullseye on 25. 

My understanding is that it's part of the Mission Editor process.  Wherever the Bullseye is, the ME populates that location as position 25 in the F-16.  I haven't messed with the F-16 in the ME, so I could be wrong.  But I've always enabled it for Steerpoint 25 on all the missions in Last Out and it's always steered me fine....

You can set your bullseye simply in the DED, it is populated automatically in the aircraft, no need to worry about steerpoints.  All you need do is hit LIST on the ICP, then 0 (for more) and 8 (for BULLS), the press 0 M-SEL to highlight bullseye in the DED.  Your bullseye is now set and will be visible in the HSI/radar etc.

BTW, Portal is the same for both campaigns, but it's listed in the SPINS should you ever need the coordinates, not that you should.

Ok, I wasn't aware that the bullseye point was loaded automatically into the F-16.

 

I suspect you need to manually set this IRL? I mean, how can the plane just magically know what the bullseye point is?

In real life it has a data cartrige with steerpoints, bullseye, steerpoint lines all set up and ready to be loaded via the DTC page in the plane.
