Hello fellow pilots. I ran my cockpit on a slightly overclocked 12700K, DDR4 board, cooled by 280 AIO. 3080ti drives pair of 1080p projectors + an instrument screen. I am happy with the setup and the performance, at the end of the day it all maxes out at 60 FPS / 60hz refresh rate of the projectors (I do run vsync on) on highest settings. no dips even on servers like Through The Inferno . 
The board, however, can use 14th gen CPU, and my Microcenter lists a 14900K for a very reasonable price. I know these run hotter and pull more W, I think my PSU (, enclosure and cooler can deal with it.

additional consideration: in the future I am considering upgrading to 4K projectors (benq x500i) and either 5080/90,  

Question: What am I really getting by upgrading? one side of me thinks "I'm leaving performance on the table". on the other hand I suspect all this upgrade will achieve is leaving me 350$ lighter. I was briefly considering switching to 9800x3d, but held off.

I went from a 12900K to a 14900KS and I didn't notice much of an improvement in DCS. I run a 4090 and am still CPU bound in VR with a Varjo Aero. I suspect you will get far more benefit with a 9800X3D.

Does it mean the GPU utilization is low? Ideally, DCS should be the GPU bound mainly with few views (likes F10) for the CPU bound.

Doesn't it always say it's CPU bound in VR, regardless whether it actually is or not? I know for a fact that I was GPU bound with my 3080ti (always 99-100% GPU usage, VRAM often smack bang at 12GB usage), yet the FPS counter always said CPU bount in VR, never GPU bound. With my new 5090 I get mostly around 95% usage in DCS and in multiplayer the VRAM mostly sits between 10-16GB usage but I did manage to almost get it to 32GB when I set up a huge formation of B-17s
