This is really awesome work! Two quick notes or suggestions on top of my head.

It might make more sense to swap the "historical" SA-2/SA-3's groups (those who has no fixed sites) for mobile SA-6/SA-8.
Looks a bit weird with a more fixed SA-2 or SA-3 group sitting in the open by it's own.

The SA-5 sites for Germany should really be two groups per site. The elevated hills at the end should probably be for the
Square Pair track radar. A neat trick you can do to increase the engagement range is to let the radar face west. In DCS
the Square Pair capability outranges the actual search radar in range.
