The default # key is usually for the intercom, which doesn't transmit anything by radio but uses the intercom system, to which only ground crew can listen to. There is usually a dedicated radio button that you need to use to be able to actually transmit over the radio. Additionally, make sure the radio preset frequency matches the receiver which you want to contact.
