Actually you may be right, luckybob... Apparently 7 serves as static object rotation. I still think it's 41 for a vehicle.

Luckybob i have draw arg for vehicles and i translate...arg0 in rus(Поворот башни по горизонтали)

-1 Поворот налево до 180°

1 Поворот направо до 180°

 

and arg.7 (Открытие крышки пусковой установки 4)

Also make sure like aircraft wheels, you put a keyframe at each 90 degrees of rotation. More than 90 degrees between keyframes and it won't work.

Going off that. Also don't forget to change the curve to linear. Otherwise it will start slightly slower and end slightly slower.
