Of course. Look for axes i options. And test.

To move the throttles over the idle-detent at a ramp start:

Left engine = LAlt+Home

Right engine = RCtrl+Home

Works fine for me.

With TM Warthog you don't need these keys.

But the thread starter has HOTAS Cougar - and I thought this might can be his problem -when he just jumped into this sim - or will be anyway useful to know if he makes his first steps.
