I am starting to think that there is either an issue with the game itself or there is an issue with a program on my system not allowing it to launch properly What are your system specs. what monitor and resolution are you using? are you overclocking have you mucked with the cache file for windows? (swap file) made any BIOS changes to get more speed out of your machine? This was a Boutique Builder iBuypower rig. But my problem started with missing .dll file called "MSVCR100.dll" so I google'd it to download and placed the same file on both 32 and 64 bit folders. It didn't ask me to replace the file since it didn't exist before. Now I'm having the "007b" problem even with Sanch0's provided .dll Here's a screenshot. Dependancy Walker will list those file in a Majority of cases now, even if the program runs correctly. They are Part of Visual C++ 2010 and the Windows 7 SP1 SDK.
