Quick question regarding a units ROE and STATE tags in the mission editor.

Does ROE have a higher priority than STATE?

Does ROE override a units STATE?

My understanding is that ROE and State operate independently but serve a similar purpose.

State = On/Off state of the sensors AI use

ROE = Rules to attack

If a sensor is required for the unit to attack (radar SAM sites) then it will be unable to attack if the sensor is off. If the sensor is on but the ROE says it can't attack, then the radar will emit but won't attack.

The right man in the wrong place makes all the difference in the world.

However IIRC the State will change from Green to Red upon contact with the enemy. This change in state takes the appropriate amount of time for the vehicle involved.

Alarm State Sets the combat readiness state of the group. GREEN – group is not combat ready. It does not perform target search or engagement and maintains sensors off and stowed if possible.

RED – group is combat ready and actively searching for targets. Depending on the unit, it may or may not be able to move while in combat ready state.

AUTO – default setting, where the group is not combat ready until the presence of enemy units is detected. Note, the AI may "sense" the presence of enemy units without actually detecting them with own sensors.

Alarm state is separate to ROE. ROE tells the unit if it can fire, who it can fire on, and, if a target is selected, who it should fire on first.

ROE (Rules of Engagement) Set fire rules to determine the group's combat behavior when encountering enemy units.

WEAPONS FREE – engage any enemy group in contact. Target prioritization is performed automatically by the group based on the situation.

RETURN FIRE – return fire only; do not engage first.

WEAPONS HOLD – do not fire under any circumstances.

Additionally:

Open fire, Weapons free – engage any enemy groups in contact. However, the enemy group designated as the target for the action will be the primary target and engaged first. Once the primary target is destroyed, further target prioritization is performed automatically by the group based on the situation.

Open fire – engage only the enemy group designated as the target for the action.
