SOOOO, If I understand things correctly, Lock On players can fly with the rest of us in DCS world...Right? If thats the case, How do I go about adding say an F-15 CAP Flight to an A-10C Mission?

You can add an F-15 at anytime but to make it flyable by a human you will have to have FC3 installed AFIK. You can, however, download a mission that has a flyable F-15 in it already.

 

If I am wrong someone please jump in here and clarify.

This is Why I'm asking... There's not much documentation. As far as not owning FC3... I dont own P-51 or Black Shark and can add those aircraft... Just curious how its supposed to work.

Just place an aircraft on the map any place, select a F-15C from the drop down and then under skill level select Client. BAM, multiplayer flyable F15C.

BUT, in order to be able to fly it, you need to have the FC3 module installed and activated.
