VHF FM Radio still works when OFF

The VHF FM radio will still receive a signal when OFF. From cold start, I will tune to a broadcasting freq, and the broadcast will be audible even when the radio is set to OFF. Turning to T/R and then back to OFF will turn the radio off, but then when I tune to a different broadcasting freq, broadcast will be audible again even though the radio is OFF.

I can confirm this and can add:

When switched off as described, turning the left dial that switches between preset and manual frequency settings again turns the signal audible although radio is still off.
