The vihkr thing isn't a bug, it depends entirely on the target(s) you're engaging. E.g Abrams will generally require 2 hits to go down. Or if you hit a t80 frontal from a low angle it prolly won't destroy it either.

Well then I'm inclined to say: Make it yourself. Stop expecting other people to always do it for you. (non the less it would be nice if someone did). Just don't always expect someone to do it.

make sure your TGP isn't Masked or close to being masked as this will prevent the laser from firing
