I might be wrong, but that motherboard wont allow any overclcking as it is a B360 "locked" chipset. I might be wrong, maybe others can chime in.
I just dont like the idea of "we overclock it 4 you" marketing when parts of the HW wont allow any sort of overclocking.
Afaik, B360 will only allow FSB oc, which is a pure No-Go for current chips as far as stable oc is concerened. If your FSB is not 100MHz, they might have just done that and sorry, partly fooled you.
Need to check how B360 behaves....

They fool you if they say it's overclocked, maybe XMP has been activated, but that is not overclocking in it's real meaning, it's a 30 second job and rather default than overclocking.

3 things to your rig:
1. You will likely need a SSD to avoid stutter and loading issues
2. Your PSU is borderline quality, maybe you can exchange it even when delivered.
3. YOU ORDERED THE WRONG RAM-KIT !!!
Your motherboard only has 2 Dimm-Slots but you have ordered a 4-Module (4x8GB) kit !!!!
If i was you, I'd keep the RAM and go for a proper mainboard with a proper chipset which allows overclocking.
B360 is not a good choice. See if you can manage to exchange it, even if you have to keep the borderline PSU for a while
and have to suffer from Non-SSD driven DCS. Those can be fixed later with minimal effort.

I will give disabling HT another shot tho my GPU seldom drops below 97%. Still, at 5G I could make use of another 100-200MHz with modest temps and volts. I can play DCS with 5.2 with HT but the Volts needed are beyond my safe red line so to say.

With your previous experience in aviation you should be up & flying pretty quick.
The Su-25T is a real nice airplane and it will teach you a lot in terms of energy management, general flying, A2G and also avoiding those hairy A2A engagements in a Su25T loaded like a truck :joystick:

I look at it from a different angle. I don't really focus ONLY on DCS. DCS is not the only task running when I run DCS. There are dozens and dozens of jobs running when I play, some are there because I want them to run, some I have no direct control over and most of them are OS tied and are always there. That much to that soup.
We do know that DX11 can use up-to-2 cores for graphic related work, so that would total in 4 cores for DCS + DX11. Now add the apps most of us run aside: Afterburner, SRS, TacView, TS3, TiR to name the game related ones, plus the ones we usually have running out of the nature of a PC, like Antivirus, Motherboard Apps, LED Control apps, Nvidia/Radeon Apps, Cloud Storage Apps Apple Google MS Dropbox, and then the real wild ones that are hard to control, like Microsoft Store Updates, Windows Update pre-downloads, Antivirus Pattern Updates, Backup Software etc etc.
DCS only uses 1+1, true, but look at the rest as well. It's not that DCS runs on the chip all by itself. That's why you see a high CPU usage from time to time when you play DCS, there are things going on you won't see unless the disturb your CPU and you get a stutter. Who would feel that if he was reading a website, not at all. Only when pressed and under heavy throughput you will feel little annoyances and disturbings here and there if the undercarriage isn't firm enough to handle the WHOLE thing, not just DCS all by itself. That POV is somehow invalid as it is never the case IRL.

I'd go to a shop 30min-1h away and have it built to specs. I am sure those guys are more flexible.
For example, I'd kicj the 1TB HDD but get a 512-1TB SSD to start with.
maybe kick some other stuff too and get a 8700k instead of a 8700.
Would that work where you live ?

You will basically need to follow the advice above and go the BTO way if you cannot build it yourself. The requirements are to build a budget DCS rig requires to save on the mobo, case, fans, etc. but get a decent fast cpu, 16gb better 32(!), a single 512 SSD for OS+DCS and ALL the rest into a GPU of at least medium/good performance. The GPU is with no doubt the most expensive part, in this rig as in most "no limit" systems. A 5700 was nice in your case, a B450 with good VRM, a 2600X, 512SSD and see if you can get 32 over 16 GB RAM if possible. Case and loud fans are 3rd tier question, just have a few fans and a case to hold it together.

My 2 top 120mm fans are faced DOWNWARDS to blow cold air over VRM and RAM. Since it has a mesh front door with also plenty mesh elsewhere I force air in with a total of 4x120mm and 1x 200m and have a sole 120mm on the read side to pull heat away, overpressure forces air out on all the meshed parts. My shabby VRM got too hot any other way when doing brute overclocking and test runs. Buildzoids YT vid made me feel good that I did it the right way as my watercooled GPU`s backplate gets extremely warm, actually quite hot, I guess due to VRM parts sitting there, or RAM, dunno which, maybe both.

Edit the links if you like or use SkateZillas DCS Updater Tool to start and also manage DCS ( update, clean, repair, install/deinstall modules, VR, different versions of DCS, etc etc etc. )

My advice, from the technical site, get the Pro Clip for your TiR, it is more reliable but you will need to wear a headset to clamp it on. You can try how reliable the HatClip is in your setup and then decide
if the Pro Clip is a step ahead in reliable head tracking.
If you encounter micro stutter while using TiR when panning left or right, lock your FPS to 60 fps and it will be gone. Best done with MSI Afterburner/RivaTuner. We can guide you there if you don't find your way to this.
Imho, the A-10C focuses too much on MFD_s and overall aircraft setup that is beyond the actual basics of flying. If you get stuck, take a prop for a spin and enjoy the ease of only 20 knobs and dials. Those can be mastered ( dials and knobs wise ) on 1 weekend whereas the A-10C may take years, no kidding. Not saying it's not worth it but it can be so overwhelming that you loose fun in DCS at some point down the A-10C road. It is a very complex module.
The Huey, yaa, she flies like a real chopper, a nice change in your mix. If you can fly the Huey you can try all other Helicopters as well.
Try them all out and then settle with one while using the props to learn proper flying.
DCS is a complex sim, take it easy and dont get lost :joystick::pilotfly:

Having watercooling does not mean you do not need plenty fans for cold air intake to cool the motherboard, RAM, any kind of drives incl. NVMe M2 SSD's and not to forget the waste heat which originates from your graphic card, no matter if watercooled or air cooled. Foremost the backplate of the card will dissipate a lot of heat.
You wont need to run those fans as high as if you solely rely on air cooling, 1/3-1/2 speed is enough.

I totally agree with you. Now that ED did an overhaul on the a10 & ka50 and razbam did the same with the mirage I think is time for the mi8. The cockpit is very dark and low resolution also the flight physics are unreal and no mention that many promise like multycrew were not completed.
How do you know the flight physics are unreal ?

Imho, 3 ways to try:
1. better cooling
2. better VRM/board
3. next 3900x and role the dice again
The h115i ain't a bad cooler at all but there are better waterblocks for DIY Loops, which will be just as costly as trying out a better board with a cleaner VRM

Steve Jobs had no idea about CPUs, ICs, OS and what not else but he was the sole guy who took Apple to where Jim Cook took it over and he's got to work hard to keep it up there.
It's the idea you have and if you manage to pull it off, hire the right people and fire the wrong ones. Insist on what you think must be done and neglect all others that want to derail your idea.
Then, 1 Person can make a difference. There are more people like Steve Jobs in this world but he is an example all can understand.
I have no idea who Jim Keller is and what he did for AMD but it seems like that he's got the Jobs gene that you need from what I read here.

Currently DCS uses DX11.
Vulkan is planned and in development. Vulkan also supports mGPU. If it will arrive in DCS, who knows. My hopes are there too as mGPU allows for asymmetric GPU's, like a 1080ti and a 2080ti.
If it makes sense, we will hopefully be able to find out in the hopefully not too far future.

If I was the son of a killed Pilot, no matter which nation or flag, the least I wanted to encounter is to find my Dad's name in a "game" used for someone's fun.
It is no simple question to answer as one could also conclude:"Never let this happen again" after having played that mission. It all depends on the participants perception of things.
The wise move, imho, would be to exclude real names to not feed the dragon.
Exceptions could be WWII scenarios which happened 75+ years ago.
I use the words "game" and "play" to underline the difference between Real Life and Virtual World.
