If Your problem is only Internet Connection try consider an option to send Your configured server to any hosting company. I know few suqads did it that way! I can't tell ya about costs but maybe some people helps here and You can compare this options... BTW. You're talking about Croatian ISP's? I thought the most expensive Internect Connection is in Poland :)

I think it depends on target/enemy behaviour... Using countermeasures or goin' defensive or... good luck ;)
