Upgrade that CPU bud... promise you you’ll never look back. no reason to spend that much on a graphics card and bottleneck the piss out of it.
It literally does not matter how much you spend on the GPU. This is how a bottleneck works. Just because the GPU pipe is massive and eats pixels for breakfast, doesn’t mean the CPU can keep up and give you what you need: adequate frame times from both CPU AND GPU. This translates to that butter smooth experience you want in the headset.
I know you say you should get more than 32 FPS, but your performance sounds about right to me. If you don’t believe me, get fpsVR for 5 bucks and check your CPU frametimes, guaranteed the graph is in the red and CPU frametimes are absolutely through the roof compared to GPU with your setup. Raw single core clock speed is what you need, 5GHz is the norm now.
Maybe this isn’t what you wanted to hear, but 5ghz would solve all of your issues, guaranteed.
