on current pc, just deactivate once (either public or openbeta)

Open beta I think takes activations directly from public version. When I had open beta it just said that I can download the modules but never asked for an activation.

So you need just to deactivate on public release by un-ticking the check marks on the modules (and restart for each one I think so it will really deactivate) then you are good to go with installation on the other PC. Install public version first and activate modules one by one then install open beta and the modules without any other activations on it

Activation Data, Hardware ID, etc, are stored in the registry,

You register a Module and it will be activated and stored in the registry and work in both Release and Open beta, or however many installs you have.
