Go to the Russian embassy, and say: "I want to become a citizen of Russia." They'll tell you that it needs to do.

There's a russian joke:

'Is there a way to make every man happy?

'There are two ways, realistic one and fantastic one.

'-?

'First, if aliens fly to Earth and make everybody happy... that's the realistic one.

Nobody here can tell you if you can join Russian military flight school or not. Technically, you have to live in Russia for five years, then become a Russian citizen. All citizens, by law, have same rights, regardless of whether they born here or not, so you can try to join. But there are two difficulties.

First, you must be of age of 22. 19+5 = 24. But you may join Russian army as a soldier. Contract soldiers have advantage, they can join the school up to 27.

Second, 'have the right to try to join' does not mean 'join'. Every pilot has an access to top secret docs, and you have to get counter-intelligence service permission for that. For instance, foreign relatives are a barrier even for Russians. Not the strict barrier, some Russian officers have foreign relatives, but still the barrier. I'm not sure if you can convince counter-intelligence officer that it's a good idea to give you a permission. You may be a honest man, not a spy, but, just in case, they prefer to be overcautious.

By the way... Who said 'Su-27'? L-39 then Yak-130 then... Maybe MiG-29 or Su-24 or Su-25 of Tu-22... It's not a pilot's choice but his commanders'.

So, you have two ways. And I'd say letter to (not Minister of Defence, no) the President Putin is a realistic one.

But wait... There's a third way. Earn some money and buy a used Ukrainian Su-27. :)

Something like: "I hope I am not thread necromancer yet? I am too lazy to translate (enrollee need to know russian language, isn't he?). Here in Russia doctor can spend two mounts to get permissions to work with drugs (meant psycho drugs). Also there are long checks(examination) to work in the police. And I know our psychiatrists. So how do comrade Frosty can pass medical board?"
