If a group is set to either start at a later time than mission start or set to "late activation" and activated based on a logical flag or event, then DCS pauses momentarily while this occurs.

 

It would be better to have all units loaded into the sim at start up, but not "activated" until needed, at the moment it seems that they don't actually exist until activated, causing a stutter/pause.

Yep. With "infinite CAS/CAP" missions from user's download, when you ask a ground task you have a big pause when these units appear.

 

On the opposite with "through the infierno" missions nothing happens when the units of your ground task appear. And it don't seem to have any disadvantage this way.
