from what i have seen , v-sync definately helps with tearing, as for performance it seems to lock the fps to a multiple of 15 or 30, there abouts.

so provided you have a reasonably high end system it should be worth having on.

 

not sure about the triple buffering, someone will give us the good oil i am sure.

 

something about lockon and triple buffering also comes to mind but i can't think what it was?

V-Sync is specifically for eliminating tearing so you should have it on. Another benefit is that your hadware (mostly video card) will not work at 100% loading all the time. Regarding Tripple Buffering... that actually works only in OpenGL games... not in DirectX.
