Landing on a such a small deck is a process that involves many elements with many assumptions. If pilot failed to follow procedures, I am sure he suffered consequences. However, if things out of his control happened, and he saved the airplane and carrier deck by risking his life, he may be awarded a medal. We just don't know what happened. There you have a dynamic flight additionally with ground effect and very high trust to weight ratio. But if you read that thread a while back about the boom operator he said it was the way the A-10 pilots where trained and the limited visibilty that caused all those dents.
