[CHECKING] SM-2 Early Detonation On ROE Weapons Hold

I'm seeing some different behaviour for Naval Vessels, if they fire an SM-2 and then are told to weapons hold, the missile in the air now either detonates as soon as it goes to weapons hold, or it flies into the water. In 2.5.5 the missile would still track it's target and the ship would not fire any more missiles until told to go back to weapons free.

From a logical perspective, this makes sense. A weapons hold command means that you don't want to engage anymore, either due to a situation change or due to accidentally firing on a friendly, so it stands to reason that a projectile that can be terminated before it hits, actually does so.

I understand that, but unfortunately swapping from weapons hold to weapons free and back again is the only way to have ships not spam missiles all over the map. If this is an intentional change then we need some new ROE rules for ships that do 'engage planes only' etc.
