Is it intended that the radio is non functional on battery or ground power? It only works if the engines are running.

 

 

Seems like that's something that should work on ground power but I'm no expert.

It should work with ground power, unless something broke. Here are the steps I would do:

 

With external electrical power -

1. Battery - ON

2. EXT PWR switch - RESET - NORMAL (right click)

3. GND PWR switches 1, 2, and 4 - B ON (left click hold for 3 seconds)

4. L® DDI, HI/MPCD, and HUD - ON

5. COMM 1, 2, and ADF - AS DESIRED

6. Warning and caution lights - TEST

7. Inertial navigation system - ENTER WAYPOINTS DESIRED

I’m no expert either, but I know for a fact that the radio does work when ground power is properly connected.

Yes, they work. As Zyll also listed you need to not only tell the ground crew to connect ground power but also "tell the plane" to use it. On the left console there are 5 switches (including the reset) for that
