I'm sorry but I really just don't understand the problem. You wrote above that you "really want to use a 2-position switch for the flaps". All I'm saying is that you can do that now with the key bindings available: FLAPS UP and FLAPS DOWN. I apologize if I'm missing something here. 1

No it would work like a keypress, for example flaps are lowered when the F key is pressed down (the on position) and when released flaps are raised (the off position). Though with switches they generally stay in whatever position you leave it unlike keys.
