R-27ET seeing through thick clouds

Apparently, R-27ET can lock on, track, and kill a target even if the target is above a thick layer of clouds in 2.7, but targeting pod cannot see through the clouds (which is correct). I thought the new clouds are supposed to affect weapon system like IR missiles and IR sensors. Or is this feature still WIP? Kinda annoying since Russian jets can just hide under the clouds and fire at you, and you won't be able to tell since you cannot see the missile trails when they fire under the clouds. 

Also, if clouds do block IR sensors, Russian jets aren't supposed to detect you in the above scenario unless they turn on their AA radar or climb above the clouds.
